Each year around 12,500 house fires, 750 serious injuries and 10 deaths are caused by unsafe electrics in domestic properties.

The law states that Landlords must maintain their electrical installation and any equipment provided in a safe condition.

The Landlord and Tenant Act 1985 requires landlords to ensure the electrical installation is safe when the tenancy begins and that it is maintained in a safe condition throughout that tenancy.

An electrical survey, known as a Periodic Inspection Report (PIR) will reveal if electrical circuits are overloaded, find potential hazards in the installation, identify defective DIY work, highlight any lack of earthing or bonding and will carry out tests on the fixed wiring of the installation.

The report will establish the overall condition of all the electrics and state whether it satisfactory for continued use and should detail any work that might need to be done.

• BS7671 Compliant Periodic Inspection Reports
• Schedule of Test Results
• Evidence of any defect and departure from the IEE Regulations
• Professional technical advice from a qualified electrician
• Notification and advice, relating to the frequency and extent of future tests

PAT Testing

All portable electrical equipment is subject to the risk of damage and this damage could render the equipment dangerous to the user. Without a regular programme of testing and inspection, a Landlord may be deemed not to have taken reasonable steps to ensure the safety of users.

Tests and inspections should be made at reasonable and regular intervals, bearing in mind the rate of use of both portable and fixed appliances.

Failure to comply with the Electrical Regulations may constitute a criminal offence under the Consumer Protection Act 1987 which carries a maximum penalty on summary conviction of a £5,000 fine and/or 6 months imprisonment. Landlords and letting agents could also be sued in Civil Law under the duty of care for failure to ensure the tenants safety and and, as a result, face punitive damages.

A full PAT test will give you the Landlord peace of mind that you have taken all reasonable steps to ensure the safety of your tenants.
